Dismaland:

A giant plastic pinwheel, stuck in a super sized sand castle was one of the exhibits at Banksy's Dismaland.

Site map says:
Giant Pin Wheel
Commissioned by Banksy to power the entire site, it turns out this ecological marvel has trouble charging more than two mobile phones at once.

The pinwheel was loaned to Weston museum in 2022 and can now be seen there. However, the hub appears different, so whether this is the actual version that was at Dismaland, or a replicated one is not clear.

Pinwheel, Banksy 2015
This oversized children's windmill was created by the graffiti artist Banksy for his dystoplan theme park 'Dismaland' at Weston's Tropicana lido in 2015.
"The site was dilapidated and had no mains electricity so I had the idea to power our event with this fun take on a wind turbine. However, it turns out that frictionless electromagnetic induction is more complicated than it sounds. A week before opening we discovered the propeller's immense weight meant that even in high winds it was barely capable of charging two mobile phones at one time. Someone had to run out and rent two enormous truck-mounted diesel generators so we could stage our environmentally conscious event."
